Regulations on the Competition for Admission of Applicants/Individuals/Students to Educational Programs (Sports Tour)

Article 1. General Provisions

  1. This Regulation (hereinafter referred to as the Regulation) regulates the procedure and conditions for conducting the admission competition for entrants/persons/students to sports educational programs and teacher training programs at the Georgian State University of Physical Education and Sports (hereinafter referred to as the University) (hereinafter referred to as the Sports Tour) and regulates other issues related to its activities, and determines the rights and obligations of persons involved in the process of conducting the sports tour.
  2. The legal basis of this Regulation is the Law of Georgia “On Higher Education”, “On Approval of the Regulation on Conducting Unified National Examinations and the Rules for the Distribution of State Educational Grants” Order No. 19/n of the Minister of Education and Science of Georgia dated February 18, 2011, “On Approval of the Rules and Fees for Transferring from a Higher Educational Institution to Another Higher Educational Institution” Order No. 10/n of the Minister of Education and Science of Georgia dated February 4, 2010, conventions and other normative acts.


Article 2. Enrollment in an educational program

  1. A student is enrolled in the Bachelor’s degree program of the Sports Education Program within the framework of the sports tour according to the relevant competition and the ranking document approved by the LEPL – National Center for Assessment and Examinations.
  2. Enrollment in the teacher training educational program at the university is based on confirmation of subject competence organized by the LEPL – National Center for Assessment and Examinations and the relevant competition within the framework of the sports tour.
  3. A person wishing to enroll in the educational program of the Faculty of Coaching through mobility is obliged to undergo an admission sports tour organized by the university, thereby confirming the possession of skills in general physical training compatible with the educational program. The absence of this compatibility is the basis for refusing a person’s enrollment through mobility.
  4. Applicants who intend to study in the sports education program through the Georgian language preparation educational program are obliged to pass the relevant sports tour before the Unified National Exams, in accordance with the rules established by the University.
  5. Within the framework of the sports tour, exams are held in general physical training, which is administered by the University. For these purposes, the responsibility of the University Sports Tour Organizing Committee includes only the organization of the sports tour and the processing/transfer of the documentation submitted by the applicant/person/student for the purpose of registration on the sports tour to the Chairman of the Sports Tour Competition Committee.
  6. The level of sports conditions and working capacity in general physical training is determined based on the results of the sports tour. Based on the results, a list of applicants/persons/students who will gain the right to continue their studies in the relevant educational program is established.
  7. The following have the right to study in a sports education program without unified national exams:
    • for foreign citizens and stateless persons who have received full general education or its equivalent in a foreign country, or for foreign citizens and stateless persons (except for those who are also citizens of Georgia) who have received full general education or its equivalent in Georgia according to foreign or international programs recognized by Georgia and have successfully completed a sports tour;
    • for Georgian citizens who have received full general education or its equivalent in a foreign country and have studied the last 2 years of full general education in a foreign country and have successfully completed a sports tour;
    • for foreign citizens (except for students participating in a joint higher education program) who are studying/have studied and have received credits/qualifications in a foreign country at a higher education institution recognized in accordance with the legislation of that country and have successfully completed a sports tour;
    • Georgian citizens (except for students participating in a joint higher education program and students participating in an exchange education program) who live/have lived, study/have studied in a foreign country for a period determined by the Ministry of Education, Science and Youth of Georgia and have received credits/qualifications in a higher education institution recognized in accordance with the legislation of that country and have successfully completed a sports tour;
    • Members of the Georgian national team who become gold/silver/bronze medalists in the Olympic/Paralympic Games, as well as in the Chess Olympiads, without completing a sports tour.


Article 3. Registration for a sports tour and required documentation

  1. The registration deadlines for the sports tour and the list of documents to be submitted are approved by the order of the rector of the university.
  2. In the case of mobility from a higher educational institution to the university, the deadlines for conducting the sports tour are determined by the order of the rector of the university, taking into account the mobility deadlines established by the individual administrative-legal act of the head of the LEPL – Education Management Information System.
  3. In order to participate in the sports tour, the entrant/person/student is obliged to register at the university within the deadline established by the order of the rector.
  4. The fee for participation in the sports tour is 50 GEL. The amount is deposited to the university treasury code: 709 027 519.
  5. Persons specified in subparagraphs “a”-“d” of paragraph 7 of Article 2 of these Regulations are exempt from paying the participation fee for the sports tour.
  6. If the applicant/person/student is a person with a disability and/or a disability and requires a specific environment, this must be indicated in the application and a document confirming payment of the participation fee for the sports tour must be submitted, indicating in the purpose – “Sports tour”, the personal number, first and last name of the applicant/person/student.
  7. Registration for the sports tour for the Bachelor’s degree educational program and the Georgian language training educational program is carried out no later than one month after the announcement of the receipt of documents.
  8. The acceptance of documents is carried out by the organizing commission determined by the order of the rector, which is obliged to submit the full package of received documentation to the chairman of the sports tour competition commission. In the event of the applicant/individual/student submitting a complete application and documentation to the university for the purpose of registration for the sports tour, the organizing commission issues a registration card (see Appendix N7), which both parties confirm by signature.
  9. To register for the sports tour for the Bachelor’s degree educational program, the applicant fills out the registration form (see Appendix N4) and submits the following documentation to the university:
    • Copy of ID card/passport; b) Health certificate (form N100);
    • 1 photograph (size 3×4), which must also be recorded on a CD;
    • Document confirming registration in the LEPL – National Center for Assessment and Examinations database www.online.naec.ge;
    • Document confirming payment of the participation fee for the sports tour with the indication of the purpose – “Sports tour”, indicating the personal number, first and last name of the entrant;
    • A minor applicant is required to appear accompanied by a parent (guardian) or a person authorized by the guardian and to submit a copy of the birth certificate and a power of attorney (in the case of an authorized person).
  10. In order to register for a sports tour for the purpose of enrolling in a teacher training educational program, a person fills out a registration form at the university (see Appendix N5) and submits the following documentation:
    • a copy of an identity card/passport; b) a health certificate (form N100);
    • 1 photograph (size 3×4), which must also be recorded on a CD;
    • an original or notarized copy of a document confirming higher education or sports professional education (diploma) and/or, upon request, a document on the recognition of education issued by the LEPL – National Center for the Development of Educational Quality;
    • a document confirming military registration (only for boys);
    • Document confirming payment of the participation fee for a sports tour – with the indication of the purpose – “Sports tour”, indicating the personal number, first and last name of the person.
  11. In case of mobility from a higher educational institution to a university, to register for a sports tour, the student fills out a registration form at the university (see Appendix N6) and submits the following documentation:
    • Copy of ID card/passport;
    • Health certificate (Form N100);
    • 1 photograph (size 3×4), which must also be recorded on a CD;
    • A document confirming payment of the participation fee for the sports tour, indicating in the purpose – “Sports tour”, the student’s personal number, first and last name.
  12. The registration card indicates the rules for participating in the sports tour, the place and date of the sports tour. The competition commission completes its work by submitting the complete package of received documentation to the chairman of the sports tour competition commission.
  13. When appearing on a sports tour, the registration card of the applicant/individual/student confirms his/her right to participate in the sports tour.
  14. The applicant/individual/student is obliged to appear on the sports tour at the appointed time, present an identity document and a registration card issued by the university.


Article 4. Sports Tour Evaluation System

  1. The sports tour is one-stage. The tour includes passing the general physical training standards.
  2. The sports tour is evaluated by the sports tour competition commission using a 75-point system.
  3. At the bachelor’s level, the assessment of an applicant/student in the sports tour for the purpose of enrollment in the sports education program is carried out in accordance with the standards established in the relevant activity (see Appendix N1; “Standards for the sports tour of the bachelor’s program (physical education and sports – coach) in general physical training”). Within the framework of the sports bachelor’s educational program, the standards for the sports tour in general physical training include the following activities:
    • 100 m run (girls and boys) – maximum 25 points.
    • Long jump from a place (girls and boys) – maximum 25 points. c) Pull-up on the axel (boys) – maximum 25 points.
    • Arm curls on a gymnastic bench (girls) – maximum 25 points.
  4. For the purpose of enrollment in the Teacher Training Educational Program (Physical Education and Sports), a person is evaluated in a sports tour in accordance with the norms established in the relevant activity (see Appendix N2; “Norms for the Acceptable Sports Tour of the Teacher Training Educational Program (Physical Education and Sports) in General Physical Training”), namely:
    • 30m dash (women and men) – maximum 25 points;
    • Long jump from a standing position (women and men) – maximum 25 points;
    • Arm curls on a gymnastic bench (women and men) – maximum 25 points.
  5. Different norms apply to persons with special needs or disabilities (see Appendix N3, “Acceptable Sports Tour Norms in General Physical Training for Persons with Disabilities and People with Special Needs”).
  6. Based on the study of the medical documentation for a person with special needs or disabilities/document confirming the status of a person with disabilities and medical documentation and application submitted by an applicant/person/student with special needs or disabilities, in order to adapt the activities specified in Appendix No. 3 to this Regulation within the framework of the sports tour, the University is authorized to create a special multidisciplinary group, which, within the limits of expediency, will make a decision on revising the existing regulations taking into account the special need. The composition of the group is determined based on the order of the Rector, taking into account the need reflected in the documentation submitted by the applicant/person/student.
  7. In the case provided for in paragraph 6 of this article, an applicant/person/student with special needs or disabilities is obliged to indicate in the application submitted together with medical documentation for a person with special needs/a document confirming the status of a person with disabilities and medical documentation for the purpose of registration for a sports tour the need to review the existing regulations and replace them with an alternative option. In this case, a special multidisciplinary group is created on the basis of the order of the rector within no more than 2 working days after the expiration of the deadline set for registration of an applicant/person/student with special needs or disabilities for a sports tour. The special multidisciplinary group considers the application and the attached documentation within 5 working days and makes a decision.


Article 5. Sports Tour Competition Commission

  1. The competition commission of the sports tour is established by the order of the rector no later than 10 days before the sports tour. The competition commission is headed by the chairman of the competition commission. The secretary of the competition commission carries out the organizational activities and documents of the competition commission. The chairman and secretary of the competition commission are at the same time members of the competition commission of the sports tour.
  2. The number of the competition commission of the sports tour, the amount of their remuneration are determined and the chairman and secretary are appointed by order of the rector of the university.
  3. The competition commission is authorized if more than half of the full composition of the competition commission attends the sports tour. The competition commission makes a decision by a majority of votes of those present.
  4. Conflicts of interest among the members of the competition commission are regulated by the law of Georgia – the General Administrative Code of Georgia.


Article 6. Rights and Responsibilities of the Sports Tour Competition Commission

  1. A member of the sports tour competition commission is obliged to:
    • arrive at the specified address one hour before the sports tour;
    • inform the participants of the sports tour of the rules that they must follow during the competition;
    • enter the result of the entrant/person/student and the corresponding score in the relevant report, which he/she will introduce to him/her on the spot and both parties will confirm the result by signing;
    • monitor the progress of the sports tour and take appropriate measures in case of violations specified in this rule;
    • in case of removal of an entrant/person/student from the sports tour competition, draw up a report specifying the relevant reason;
    • Respond to the entrant/person/student on procedural and technical issues;
    • During the sports tour competition, act in accordance with the principles of ethics, fairness, transparency and impartiality;
    • Produce the necessary documentation within the framework of the sports tour and confirm the accuracy of the data with a signature;
    • Before the start of the sports tour, participate in the study of the documentation submitted by the entrant/person/student;
    • Based on the health certificate (Form N100) submitted by the entrant/person/student, request the submission of only one or two activities; l) Do not allow any kind of discrimination.
  2. The chairman of the competition commission shall distribute the functions and duties provided for in subparagraphs “b”, “c”, and “e” of the first paragraph of this article among the members of the competition commission.
  3. The chairman of the competition commission of the sports tour shall be obliged to:
    • To guide the competition procedures of the sports tour;
    • To confirm by signature the accuracy of the data within the framework of the documentation produced at the stages of the competition;
    • To transfer to the rector of the university the documentation produced within the framework of the sports tour competition, including the data to be submitted to the LEPL – National Center for Assessment and Examinations.
    • To distribute the functions and duties among the members of the competition commission;
    • To make a decision on the early holding of the sports tour or on the determination of an additional date for the sports tour in cases provided for by these Regulations.
  4. The secretary of the sports tour competition commission is obliged to:
    • ensure the production of documentation produced by the sports tour competition commission;
    • confirm by signature the accuracy of the data in the documentation produced within the framework of the sports tour.
  5. During the competition, a member of the sports tour competition commission is prohibited from:
    • Obstruction of an applicant/person/student in any way;
    • Biased attitude, discrimination of an applicant/person/student in any way.
  6. In case of violation of the requirements provided for in paragraph 5 of this Article, a member of the competition commission shall be removed from the sports tour competition commission.
  7. A member of the sports tour competition commission has the right to request the necessary conditions and resources for the smooth conduct of the sports tour.


Article 7. Procedures for conducting a sports tour and publication of results

  1. The entrant/individual/student is obliged to appear at the sports tour in appropriate sports uniform (sports pants/shorts, sports T-shirt, sports flat-soled shoes), at the specified address 30 minutes before the start of the tour and bring with them an identity document/copy of the passport and a registration card for the sports tour.
  2. The registration card for the sports tour constitutes a permit for the sports tour.
  3. Before the start of the competition, the chairman of the competition commission will briefly introduce the entrants/individuals/students to the rules of conducting and working on the sports tour, their rights and obligations.
  4. The sports tour will be served by an ambulance brigade.
  5. In the event of a result caused by a deterioration in health, each specific case will be considered by the ambulance brigade. The continuation of the applicant/person/student’s participation in the competition is permitted upon the consent of the emergency brigade and the decision of the chairman of the competition commission.
  6. If during the sports tour an applicant/person/student is unable to continue participating in the sports tour due to deterioration of health, only the points accumulated before the deterioration of health shall be recorded in the report.
  7. During the sports tour, the competition commission shall inform the applicant/person/student on the spot of his/her result and score in the relevant activity, which the applicant/person/student shall confirm by signing the report.
  8. The results of the sports tour shall be published no later than 3 days after the end of the sports tour, in electronic format on the official website of the university.


Article 8. Early submission of a sports tour by an applicant/individual/student

  1. If an applicant/person/student participates in an international competition and presents to the university a document issued by the relevant federation on participation in the international competition, he/she has the right to request the sports tour to be held no more than 10 days before the tour.
  2. An applicant/person/student has the right to request the sports tour to be held in advance due to health conditions. In this case, he/she must present to the university the relevant document issued by a medical institution.
  3. In the case provided for in paragraph 1 or 2 of this article, the application for the early passing of the sports tour by the applicant/person/student, together with the relevant document(s), must be submitted to the sports tour competition commission.
  4. In the cases provided for in this article, the date of the early passing of the sports tour shall be determined by the order of the rector.


Article 9. Determination of an additional date for the sports tour

An applicant/individual/student who fails to appear for a sports tour for a valid reason has the right to request an additional tour no later than 3 working days after the end of the sports tour, in the following cases:

  • was in a stationary medical institution for at least one day or night due to a health condition, based on a relevant certificate;
  • due to the death of a family member (spouse, mother, father, sibling, child), based on a death certificate;
  • participates in an international competition, based on a document issued by the relevant federation regarding participation in the international competition.


Article 10. Rights and obligations of an applicant/individual/student participating in a sports tour

  1. An applicant/individual/student participating in a sports tour is obliged to:
    • appear at the sports tour in the appropriate sports uniform, at the specified address;
    • register before the start of the sports tour and sign the appearance in the appropriate form;
    • present an identity document/copy of the passport and the sports tour registration card at the sports tour;
    • follow the rules for implementing the regulations during the sports tour (see Appendix №8), strictly follow the instructions of the members of the competition commission and obey their decisions;
    • observe the norms of ethics and these rules during the sports tour.
  2. During the sports tour, an applicant/person/student is prohibited from:
    • obstructing another applicant/person/student in any way;
    • leaving the sports tour venue without permission.
  3. In case of violation of the requirements provided for in paragraph 2 of this article, the entrant/person/student shall be given a warning, which shall be drawn up in a protocol by the competition commission.
  4. In case of repeated violation of the requirements despite the warning, the competition commission shall draw up a protocol on the removal of the entrant/person/student from the sports tour.
  5. The rights of an entrant/individual/student are:
    • to request the necessary conditions for the smooth running of the sports tour;
    • to bring only drinking water on the sports tour;
    • if necessary, to raise his/her hand and ask a question to a member of the competition commission, so as not to disturb another entrant/individual/student;
    • to appeal the results within 1 working day after the publication of the competition results.


Article 11. Composition of the group created upon the proposal of the student self-government and rights and obligations of the group members

  1. In order to protect the interests of entrants/individuals/students in the sports tour and ensure transparency of the processes, a group is created upon the proposal of the student self-government, which monitors the progress of the sports tour. The principles of the group’s activities are fairness, impartiality, and transparency. The composition of the group is approved by the order of the rector.
  2. The group provided for in the first paragraph of this article consists of 5 members selected by the student self-government. The group has a chairman and a secretary, who are elected by the group itself by a majority of votes.
  3. 3. The student self-government shall present candidates for group members 10 days prior to the sports tour.
  4. The rights and obligations of group members are:
    • to appear at the designated address for the sports tour one hour prior to the start of the sports tour;
    • to monitor the progress of the sports tour without disrupting the processes;
    • to participate in the work of the appeal commission as an observer of the process, if necessary;
    • to adhere to the principles of fairness, impartiality and transparency;
    • not to allow any kind of discrimination;
    • to give recommendations to the chairman of the competition commission during the sports tour.


Article 12. Submission and consideration of claims related to the results of the sports tour

  1. The Appeals Commission shall consider claims/complaints related to the results of the sports tour.
  2. The Appeals Commission shall be headed by the Chairman of the Commission. The Secretary of the Appeals Commission shall carry out the organizational activities and documentation of the Appeals Commission. The Chairman and Secretary of the Appeals Commission shall simultaneously be members of the Appeals Commission.
  3. The Chairman and Secretary of the Appeals Commission of the Sports Tour shall be elected from among the members of the Commission at the first session of the Commission, by a majority of those present, by open voting.
  4. The Appeals Commission shall consist of at least 3 members.
  5. The Appeals Commission shall be authorized if more than half of the members of the Appeals Commission attend the session. The Appeals Commission makes a decision by a majority of votes of those present.
  6. An applicant/person/student is entitled to file an appeal with the Appeals Commission established by the order of the Rector at the Records Service of the University Administrative Department within 1 working day from the announcement of the results of the sports tour. The Appeals Commission considers the appeal and makes a decision within 2 days from the publication of the initial results of the sports tour on the university website.
  7. One of the members of the group created by the student self-government, who was present during the sports tour, attends the Appeals Commission as an observer.
  8. The decision made by the Appeals Commission may be:
    • to change the score reflected in the final results, in accordance with the score in the notification;
    • to leave the score in the results unchanged.
  9. The decision of the Appeals Commission regarding the consideration of the application is recorded in a protocol and sent to the applicant/individual/student to the email address specified in the application.


Article 13. Final evaluation documents of the sports tour

  1. After the end of the sports tour and no later than 3 days after the Appeals Commission has reviewed the claims of applicants/individuals/students and made a decision, the Chairman of the Sports Tour Commission shall submit to the Rector a list of applicants/individuals/students who have passed the competition, indicating the final results, no later than June 26 of the relevant year, and the results shall be published publicly.
  2. The results of the sports tour shall be published on the university website, indicating the last five digits of the applicant/individual/student’s personal number and the scores obtained by the relevant person.
  3. The results of the sports tour competition shall be sent to the LEPL – National Center for Assessment and Examinations in electronic form by June 30 of the relevant year, which shall include:
    • Identification code of the academic program and/or educational program for training in the Georgian language;
    • Name of the academic program and/or educational program for training in the Georgian language;
    • Personal number, first name, last name of the applicant; d) Score obtained in the sports tour competition;
    • Other information requested by the LEPL – National Center for Assessment and Examinations.
  4. For the purposes of enrollment in the teacher training educational program, the results of the sports tour competition are sent to the Ministry of Education, Science and Youth of Georgia and the LEPL – Education Management Information System in accordance with the procedure and within the established deadline established by the legislation of Georgia.


Article 14. Final provisions

  1. Amendments and additions to the Regulations shall be made in accordance with the procedure established by the legislation in force in Georgia.
  2. The Regulations shall be reviewed by the Academic Council of the University and submitted to the Representative Council for approval.
