Chapter I. General Provisions
Article 1.
- These regulations define the legal status, objectives, functions, structure, and accountability of the Security and Safety Service (hereinafter referred to as the Service) of the Georgian State University of Sport (hereinafter referred to as the University), and regulate other issues related to its activities.
Article 2.
- The Service is a structural unit of the University, which is guided by the legislation of Georgia, the Law of Georgia “On Higher Education,” the internal legal acts of the University, these regulations, and other legislative and sub-legislative normative acts.
- The Service is accountable to the Head of the University Administration and carries out their instructions and tasks.
Chapter II. Main Objectives and Functions of the Service
Article 3.
- Objectives of the Service:
- The main objective of the Service is to protect public order and the University’s property, as well as to ensure fire safety.
- Functions of the Service:
- Ensuring public order, material valuables, and infrastructure safety on the University premises.
- Maintaining order and protecting material and technical resources throughout the entire perimeter of the University buildings and territory; timely and effective response in case of any violation of order.
- Organizing security measures during mass events (sporting, cultural, public meetings, etc.) held on the University premises.
- Rapid response to fires, natural disasters, violent or destabilizing incidents, and timely informing of relevant state services.
- Coordination with the University administration and, if necessary, with Georgia’s law enforcement and security agencies (Ministry of Internal Affairs, Emergency Situations Management Service, etc.).
- Controlling compliance with the University’s internal rules, disciplinary regulations, and safety requirements—within the scope of the Service’s competence.
- Mobilizing, deploying, and monitoring and evaluating the activities of security posts and duty personnel.
- Studying threats and threat factors.
- Identifying threats and risk factors.
- Planning and implementing measures for threat prevention and risk reduction.
- Ensuring the implementation of organizational and control measures necessary for risk prevention.
- For the purpose of ensuring the security of the University, the Service is authorized to prevent unauthorized persons from entering the University territory without registration or a special pass, to take appropriate action against those who violate order and do not comply with the requirements of the University’s internal rules and charter, and to contact the police for assistance if necessary.
- A Service employee is obligated to adhere to the norms of professional ethics when interacting with citizens.
Chapter III. Structure, Management, and Employees of the Service
Article 4.
- The Service consists of the Head of the Service and specialists (guard, building administrator).
- The Head of the Service is appointed and dismissed by the Head of the University Administration.
- Specialists of the Service are appointed and dismissed by the Head of the Administration, upon the recommendation of the Head of the Service and in agreement with the Rector.
- In the absence of the Head of the Service (due to leave, business trip, illness), their duties are performed by a person whose candidacy will be agreed upon with the Rector or the Head of the Administration.
Article 5.
- The Head of the Service:
- Coordinates and manages the activities of the Security and Safety Service and is responsible for its effectiveness.
- Ensures coordinated and consistent work of the Security and Safety Service with the University administration and, when necessary, with Georgia’s law enforcement agencies.
- Within their competence, applies disciplinary measures to employees in agreement with the management.
- Periodically holds meetings to promptly identify and prevent possible deficiencies in the Security and Safety Service.
- Raises issues with the University management regarding the necessary measures to improve the Service’s activities.
- Conducts official investigations within their competence, if necessary.
- Reviews and approves the plans of the Security and Safety Service, summarizes and provides an appropriate assessment of the Service’s work.
- Performs other functions and tasks defined by these regulations, the University’s administrative-legal acts, and the legislation of Georgia, within their competence.
- A specialist (guard, building administrator):
- Ensures the maintenance of order and security at the University.
- Controls the entry of unauthorized persons into the University, ensuring they follow the appropriate procedures.
- Ensures the suppression of disorder and noise within the University.
- Ensures the protection and care of the University’s property.
- In case of a public order violation or a conflict situation, takes measures to suppress them, and, if necessary, notifies the relevant services and the University administration.
- Cares for the safety of the University’s students and employees.
- Performs the duties and specific tasks related to professional activities as defined by these regulations, the internal rules, and the Head of the Service.
Chapter IV. Concluding Provisions
Article 6.
- Amendments and additions to the regulations are made in accordance with the procedure established by the legislation of Georgia.
- The reorganization and liquidation of the Service are carried out in accordance with the procedure established by the legislation of Georgia.
- The regulations come into force from the moment of their approval by the Representative Council of the Georgian State University of Sport.
- The regulations cease to be effective upon the approval of a new set of regulations and/or the liquidation of the Service.
