Article 1. General Provisions
- The Secretariat of the Academic and Representative Councils, the Rector, and the Head of Administration of the University (hereinafter, the Secretariat) is a supporting structural unit.
- The powers, obligations, structure, and management organization of the Secretariat are determined by these regulations.
- In its activities, the Secretariat is guided by the Law of Georgia “On Higher Education,” the University Statute, these regulations, and other laws and subordinate legal acts of Georgia.
- The Head of Administration submits these regulations to the Academic Council, which, upon its submission, the regulations are approved by the Representative Council.
- In performing the tasks before it, the Secretariat, within the scope of its competence, cooperates with other structural units of the University.
- Within the scope of its competencies, the Secretariat is accordingly subordinate to and accountable to the governing bodies/managing entities specified in the first paragraph of this article.
Article 2. Functions and Tasks of the Secretariat
- The functions of the Secretariat are defined by the University Statute, these regulations, and the internal legal acts of the University.
- The Secretariat provides organizational, documentary, and informational services for the activities of the governing bodies/managing entities defined in the first paragraph of Article 1 of these regulations, as well as manages their business correspondence.
- The task of the Secretariat is to assist the governing bodies/managing entities defined in the first paragraph of Article 1 of these regulations in exercising their powers.
Article 3. Structure and Management of the Secretariat
- The Secretariat is headed by the Head of the Secretariat, who is appointed and dismissed by the Head of Administration in agreement with the Rector.
- In fulfilling its assigned duties, the Secretariat is accountable to the governing bodies/managing entities defined in the first paragraph of Article 1 of these regulations.
- The positions specified for the Secretariat in the University’s staff schedule are: Head of the Secretariat, Chief Specialist, and Specialist.
- Upon the proposal of the Head of the Secretariat, the Head of Administration appoints and dismisses the employees of the Secretariat.
- The rights, obligations, and functions of the specialists are determined by their employment contracts and job descriptions.
Article 4. Head of the Secretariat
The rights and obligations of the Head of the Secretariat:
- Ensures the smooth functioning of the Secretariat.
- In agreement with the Chairman of the Academic Council, determines the date of the meeting, the draft agenda of the meeting, and provides it, along with the attached drafts and other materials, to the members of the University’s Academic Council.
- In agreement with the Chairman of the Representative Council, determines the date of the meeting, the draft agenda of the meeting, and provides it, along with the attached drafts and other materials, to the members of the University’s Representative Council.
- Organizes the publication of the relevant council’s draft meeting agenda and adopted resolutions on the University’s website.
- Is obliged to provide the minutes of the Academic and Representative Councils’ meetings to the relevant structural units and persons of the University in a timely manner (no later than 3 working days after the meeting).
- Ensures the record management of the Academic and Representative Councils: recording official correspondence, minutes of meetings, resolutions, submissions, and applications, and their preservation in accordance with the procedure established by law.
- Is responsible for the use and storage of the seals of the Academic and Representative Councils (if they exist).
- Ensures the proactive publication of information (legal acts) within the competence of the Academic and Representative Councils (public information) in cooperation with the relevant structural units of the University.
- Manages the collection and storage of the contact details of the members of the Academic and Representative Councils, as well as the statistical record of their non-attendance at meetings.
- Is obliged to submit an additional annual consolidated report on the implementation of adopted resolutions/decisions to the Academic and Representative Councils.
- Is obliged to distribute functions among employees and periodically receive reports on the work performed.
- Carries out the evaluation of subordinate employees.
- Organizes the business activities of the Rector and the Head of Administration and organizes business communication with University employees and third parties.
- Ensures the review of business correspondence at the instruction of the Rector and the Head of Administration, if they receive this assignment orally or in writing.
- Is obliged to report on the work performed to the Rector and the Head of Administration.
- Performs the tasks of the Rector and the Head of Administration.
Article 5. Procedure for Making Amendments and Additions to the Regulations
Amendments and additions to the regulations are made in accordance with the procedure established by the legislation of Georgia.
Article 6. Reorganization and Liquidation of the Secretariat
The reorganization or liquidation of the Secretariat is carried out in accordance with the procedure established by the legislation of Georgia.
