Chapter I General Provisions
Article 1
This regulation defines the legal status, objectives, functions, structure, and accountability of the library (hereinafter, the Library) of the LEPL – Georgian State University of Sport (hereinafter, the University), and regulates other issues related to its activities.
Article 2
- The Library is a structural unit of the University. In its activities, it is guided by the Georgian Law on “Higher Education,” Georgian legislation, the University’s internal legal acts, this regulation, and other legislative and sub-legislative normative acts.
- The Library is accountable to the Rector and Academic Council of the University and fulfills their instructions and tasks.
Chapter II Main Objectives and Functions of the Library
Article 3
- The objectives of the Library are:
- To support the academic and research processes at the University.
- To ensure the improvement of study and research quality through the implementation of modern information resources.
- To create a favorable environment for implementing innovative processes and to ensure the involvement of the community.
- To promote the professional development of employees and their involvement in activities planned in accordance with changes in the modern library space.
- To create, implement, and disseminate key guidance documents reflecting the Library’s activities.
- To disseminate information related to the Library’s activities through various sources, including the University’s website and social media.
- To establish connections and exchange/share experience and information at the national and international levels.
- The functions of the Library are:
- Creating a policy/strategy for the acquisition, maintenance, development, and protection of library collections.
- Coordinating the development and enrichment of all existing formats of the Library’s information resources.
- Informing the university community about the basic rules and procedures for acquiring library resources.
- Ensuring that the university community is informed about new resources available in the Library.
- Searching for new resources, and selecting, classifying, and providing information to the academic community of the University that is interested in a relevant field or topic.
- Adapting and implementing modern rules and standards of cataloging and classification, unifying classification, and classifying collections according to international standards.
- Periodically re-inventorying collections to reflect necessary and in-demand information resources in the electronic catalog.
- Participating in the processes of inventorying collections and preserving and protecting existing collections.
- Digitizing non-electronic inventory journals.
- Creating Library service rules and assisting in their implementation.
- Planning and coordinating periodic surveys to determine user needs.
- Promoting the professional development of the staff, and planning and coordinating events.
- Analyzing the Library’s information resources and services and taking the results into account.
- Ensuring the effective arrangement of the Library’s physical space and helping to create a peaceful and comfortable environment for readers.
Chapter III Structure, Management, and Employees of the Library
Article 4
- The Library has a head who is elected by the University’s Academic Council. The Head of the Library is directly subordinate to the University’s Rector. The head of the University Library is a member of the Representative Council.
- In the absence of the Head of the Library or in the case of a vacancy, the Rector of the University decides on the appointment of a temporary acting Head of the Library.
- The Library includes chief specialists who are appointed and dismissed by the University’s Rector. They are accountable to the Head of the Library. Their rights, duties, and functions are defined by their employment contracts and job descriptions.
Article 5
- The Head of the Library:
- Leads and directs the activities of the Library.
- Distributes functions among Library employees, giving them relevant instructions and assignments.
- Is responsible for the fulfillment of the functions and objectives assigned to the Library.
- Monitors the performance of functions by Library employees.
- Evaluates Library employees.
- Ensures the study and analysis of the University’s library resources and carries out activities aimed at their renewal in various directions.
- Obtains information about necessary scientific library resources through consultation with the deans and professors of the University’s faculties.
- Monitors the functioning of databases and determines their quality’s compliance with education and ongoing research activities.
- Develops a strategy for the development of the Library’s catalogs and search systems, as well as for effective service in the Library.
- Ensures cooperation with various library collections and associations.
- Receives reports from staff about the work they have done.
- Submits an annual report on the Library’s activities to the University’s Rector.
- The Chief Specialist of the Library:
- Is responsible for and maintains the electronic inventory book.
- Processes and registers incoming books (filling out and organizing catalog cards, maintaining the inventory book).
- Manages book lending and returns and registers readers.
- Works with the special library software “open biblio”.
- Is responsible for the computer and library inventory assigned to them.
- Issues certificates for graduates.
- Consults users of international electronic databases.
Chapter IV Concluding Provisions
Article 6
- Amendments and additions to the regulation are made in accordance with the rules stablished by the legislation in force in Georgia.
- The reorganization and liquidation of the service are carried out in accordance with the rules established by the legislation in force in Georgia.
- The regulation is valid from the moment it is approved by the Representative Council of the Georgian State University of Physical Education and Sport.
- The regulation loses its force upon the approval of a new regulation and/or the liquidation of the Library.
