Regulations of the Center for Professional Development and Retraining

Chapter I General Provisions

Article 1

This Regulation defines the legal status, objectives, functions, structure, and accountability of the Center for Professional Development and Retraining (hereinafter “the Center”) of the LEPL Georgian State University of Sport (hereinafter “the University”). It also regulates other matters related to the Center’s activities.

Article 2

  1. The Center is an auxiliary structural unit of the University. In its activities, it is guided by the Law of Georgia “On Higher Education,” the legislation of Georgia, the University’s internal legal acts, this Regulation, and other normative legal acts.
  2. The Center is accountable to the University’s Rector and the Head of Administration and carries out their instructions and assignments.


Chapter 2. Main Objectives and Functions of the Center

Article 3

  1. The objectives of the Center are:
    • To organize relevant trainings, courses, and seminars for the professional development of the University’s staff.
    • To strengthen the role and significance of the University by offering the services of a continuous education center to the public.
    • To provide consultations for the professional development of sports specialists.
    • To cooperate with Georgian/foreign organizations, state/private structures, and prepare educational projects.
    • To identify and offer relevant activities (trainings, seminars, courses) based on the analysis of the professional skills development and qualification enhancement needs of the University’s staff.
    • To offer services focused on professional and personal growth to the university community (academic staff, administrative staff, students) and other interested parties, by using university resources. For this purpose, the University ensures the implementation of professional programs, trainings, master classes, and qualification enhancement events.
    • To contribute to the field of employment through the implementation of lifelong learning (LLL) principles and to promote the enhancement of the University’s attractiveness in the educational space.
  2. The functions of the Center are:
    • To plan and administer research on the training and program needs of the University’s staff.
    • To plan and administer research on the training and program needs of the University’s students.
    • To analyze the situation in the labor market to ensure proper conditions for meeting an individual’s lifelong educational needs.
    • To organize certificate and training courses. e) To plan and implement activities aimed at enhancing the qualifications of the University’s academic and administrative staff.


Chapter 3. Center’s Structure, Leadership, and Staff

Article 4

  1. The Center is a governing body of the University, led by the Director of the Center. The Director of the Center is appointed and dismissed by the Head of Administration.
  2. The positions designated for the Center in the University’s staff schedule are: Director of the Center and Deputy Director of the Center.
  3. The Deputy Director of the Center is appointed and dismissed by the Head of Administration upon the recommendation of the Director of the Center.
  4. In the temporary absence of the Director of the Center (vacation, business trip, illness, or temporary absence for more than 2 days), as well as in the case of an assignment from the Director, the Deputy Director of the Center performs the duties of the Director.


Article 5

  1. The Director of the Center:
    • Manages and guides the Center’s activities.
    • Together with representatives of other University services, conducts research and planning for staff trainings and related programs.
    • Conducts negotiations with various associations, clubs, federations, and other organizations regarding the holding of short-term/long-term educational and qualification-enhancing courses and trainings.
    • Organizes sports-related certificate and training courses.
    • Distributes duties among the Center’s employees and provides them with relevant assignments and instructions.
    • Conducts the annual evaluation of subordinate employees.
    • Submits a report on the work performed to the Head of Administration twice a year and/or upon request.
    • Hears reports on the work performed from subordinate employees twice a year.
    • Within their competence, confirms the documents prepared in the Center by endorsing them.


Article 6

  1. The Deputy Director of the Center:
    • Leads the trainings and courses organized by the Center. They are directly responsible for ensuring these activities are conducted at a high organizational level.
    • Performs the tasks of the Director of the Center within their competence.
    • Within their competence, monitors the work processes within the Center’s activities and submits a quarterly report to the Director of the Center.
    • Plans trainings and ensures their organization.
    • Offers trainings focused on the professional growth of academic and administrative staff.
    • Organizes internal retraining and qualification-enhancing trainings for the University’s staff.
    • Identifies training organizations and participates in the creation of training modules.
    • Performs duties and specific assignments related to their official activities as defined by this Regulation, the Internal Regulations, and the University’s governing bodies and the Director of the Center.


Chapter 4. Concluding Provisions

Article 7

  1. Amendments and additions to the Regulation are made in accordance with the procedures established by the current legislation of Georgia.
  2. The reorganization and liquidation of the Center are carried out in accordance with the procedures established by the current legislation of Georgia.
  3. This Regulation comes into force from the moment of its approval by the Representative Council of the Georgian State University of Sport.
  4. This Regulation loses its force upon the approval of a new regulation and/or the liquidation of the Center.
