Regulations of the Scientific Research Office

Article 1. General Provisions

  1. This statute defines the legal status, objectives, functions, structure, and accountability of the Scientific Research Service (hereinafter – the Service) of LEPL Georgian State University of Sport (hereinafter – the University), and regulates other issues related to its activities.
    • The Service is a structural unit of the University, which is guided in its activities by the legislation of Georgia, the Law of Georgia on “Higher Education,” the University’s internal legal acts, this statute, and other legislative and normative acts.
    • The Service is accountable to the University’s Rector and performs their instructions and assignments.

 

Article 2. Main Objectives and Functions of the Service

  1. The objective of the Service is to:
    • Ensure the teaching of basic and scientific research skills to University students, and facilitate the implementation of practical, scientific research, and grant projects for the relevant structural units of the University;
    • Support the participation of the University, its structural units, and academic staff in local grant and other projects;
    • Manage internal university processes related to external and internal grant funding. Manage and evaluate the University’s internal activities aimed at supporting scientific research, including internal funding mechanisms.
  1. The functions of the Service are to:
    • Coordinate the implementation of the University’s scientific research development strategy;
    • Participate in the development of scientific/grant research and evaluation criteria;
    • Organize working meetings of the grant commission for the purpose of evaluating scientific research projects submitted to the University’s internal grant competition;
    • Monitor ongoing research within the framework of the University’s grant projects;
    • Establish partnerships with scientific centers to support scientific research, and maintain and develop existing connections;
    • Facilitate the publication of articles based on the results of research projects conducted at the Scientific Research Service in local and international scientific journals;
    • Continuously and timely inform the University’s academic staff about the announcement of local (including university) and international conferences and grant competitions, and the criteria for participation;
    • Organize and hold open lectures;
    • Organize and hold scientific conferences for students and academic staff at the University;
    • Select students who wish to be involved in scientific research based on interviews and their academic performance;
    • Acknowledge the achievements of outstanding students and academic staff in the field of scientific research, and submit recommendations to the Rector for their encouragement/awarding;
    • Ensure an appropriate environment and equipment for teaching students scientific skills;
    • Administer and facilitate scientific research grant projects funded by the National Scientific Foundation/Foundations and also local foundations.

 

Article 3. Structure, Leadership, and Employees of the Service

  1. The Service is headed by a Head, who is appointed and dismissed by the University’s Rector. The Head of the Service is accountable to the Rector;
  2. In the absence of the Head of the Service and/or in case of a vacancy, the University’s Rector makes a decision on the acting Head of the Service;
  3. The Service includes specialists who are appointed and dismissed by the University’s Rector. They are accountable to the Head of the Service. Their rights/duties and functions are defined by their employment contracts and job descriptions.

 

Article 4. Head of the Service

  1.  The Head of the Service:
    • Leads and directs the activities of the Service;
    • Distributes functions among the employees of the Service, and gives them appropriate instructions and assignments;
    • Is responsible for the fulfillment of the functions and objectives assigned to the Service;
    • Controls the performance of functions by the employees of the Service;
    • Distributes incoming correspondence within the Service;
    • Periodically hears reports from the Service’s employees on the work they have performed;
    • Within their competence, a-proves documents prepared in the Service;
    • Submits an annual and/or semi-annual report on the activities of the Service to the University’s Rector;
    • Submits proposals to the University’s Rector on the internal structure, staff, work organization, and encouragement or disciplinary responsibility of employees;
    • Issues conclusions on behalf of the Service within their competence;
    • Mediates for the professional development and retraining of the Service’s employees;
    • Performs the Rector’s instructions within the competence defined by this statute.


Article 5. Concluding Provisions

  1. Amendments and additions to the statute are carried out in the manner established by the current legislation of Georgia;
  2. The reorganization and liquidation of the Service are carried out in the manner established by the current legislation of Georgia;
  3. The statute is effective from the moment of its approval by the Representative Council of the Georgian State University of Sport;
  4. The statute loses its force upon the approval of a new statute and/or the liquidation of the Service.
