Chapter I. General Provisions
Article 1. General Provisions
- These Regulations define the legal status, objectives, and functions, structure, accountability of the Examination Center (hereinafter – the Center) of the State University of Sports of Georgia (hereinafter – the University) and regulate other issues related to its activities.
- The Center is a structural unit of the University administration, which acts within its competence based on the legislation of Georgia, the Charter of the University, the legal acts of the University, and these Regulations.
- Within its competence, the Center fulfills the duties assigned by the Rector and the Head of Administration of the University based on legislation.
Chapter II. Purpose and Functions of the Center
Article 2. Purpose and Functions of the Center
- The purpose and functions of the Center are:
- To create and implement a unified system of examinations in the University, ensuring a reliable and transparent examination process;
- To promote the improvement of the level of learning;
- To organize interim, final/additional written, electronic examinations (sportexam.ge) in the University;
- To organize written examinations for admission to the Master’s educational program in the University;
- To organize written examinations for transfer from other higher educational institutions to the University, written examinations for students participating in exchange educational programs, examinations for the recognition of higher education obtained in the occupied territory of Georgia, and examinations for confirming education obtained within the framework of acquiring the right to continue studies in a licensed higher educational institution in accordance with the procedure established by law;
- To develop rules and instructions regulating the examination process within its competence;
- To request information from the University’s educational units regarding interim, final/additional written, electronic examinations, as well as admission examinations for Master’s educational programs and mobility examinations;
- To publish the schedule for conducting interim, final/additional written examinations each semester, after the completion of academic registration;
- To make decisions on conducting examinations, publishing examination results, and appealing them in accordance with the established procedure;
- To review complaints received regarding procedural issues related to conducting examinations in the University;
- To organize appeal procedures in case of appealing examination results;
- To provide timely and complete information related to examinations to parties involved in the examination process (lecturers, students, academic process management service, observers, etc.);
- To prepare materials for interim, final/additional written, electronic examinations 5 (five) working days before the examination, organize the technical and structural comparison of examination materials with the syllabi of the respective courses, and provide them to observers;
- To request tests from lecturers;
- To hand over examination papers to lecturers;
- To control the timely provision of examination topics by the personnel implementing the course;
- To analyze the results of monitoring the examination process, develop recommendations for the improvement of the examination process, and present the results to the Rector of the University.
- The Center exercises other rights and obligations defined by legislation, the University Charter, and legal acts.
Chapter III. Structure and Leadership of the Center
Article 3. Structure of the Center
- The Center is a management body of the University, which is headed by the Head of the Center.
- The positions defined for the Center in the University’s staff schedule are: Head of the Center, Chief Specialist (under labor contract).
- The Head of the Center is appointed and dismissed by the Head of Administration in agreement with the Rector of the University. The Chief Specialist (under labor contract) is appointed and dismissed by the Head of Administration upon the nomination of the Head of the Center.
- In case of temporary absence of the Head of the Center (leave, business trip, illness, absence for more than 2 days), as well as upon instruction from the Head of the Center, their duties are performed by the Chief Specialist.
- The rights, obligations, and functions of the Chief Specialist are defined by the labor contract and job description.
- For the purpose of organizing necessary measures for conducting examinations and ensuring discipline during the examination, observers may be invited based on the nomination of the Head of the Center. An observer of the Center may be a University employee or/or an invited person. The functions/obligations of observers are defined by the labor contract.
Article 4. Head of the Examination Center
- The Head of the Center:
- Manages and directs the activities of the Center;
- Represents the Center in the exercise of its assigned rights and obligations and is responsible for the fulfillment of the functions and objectives assigned to the Center;
- Distributes duties among the employees of the Center, gives them instructions and assignments;
- Supervises the proper performance of their service duties by the employees of the Center, and controls their compliance with the internal regulations of the University;
- Submits proposals to the Head of the University Administration regarding the internal structure of the Center, staff distribution, organization of work, and incentives or disciplinary actions for the employees of the Center;
- Evaluates subordinate employees;
- Inquires about issues related to the professional development of the Center’s employees with the relevant structural unit of the University;
- Inquires about the allocation of financial resources, equipment, and inventory necessary for the fulfillment of the Center’s functions and objectives;
- Presents an annual report on the Center’s activities to the Head of Administration and the Rector no later than the first quarter of the following year, as well as at any time upon the request of the Rector and/or the Head of Administration;
- Reviews correspondence received by the Center;
- Signs documents prepared within the Center and, within its competence, endorses draft legal acts developed by the structural units of the University;
- Periodically hears reports from the Center’s employees on their performed work;
- Exercises other powers defined by current legislation and the legal acts of the University;
- Fulfills the assignments of the Rector and the Head of Administration.
- The Head of the Center is accountable to the Rector and the Head of Administration.
Article 5. Chief Specialist
Fulfills the functions assigned to him by the Head of the Center, which are detailed in the labor contract and job description. The Chief Specialist is accountable to the Head of the Examination Center.
Chapter IV. Concluding Provisions
Article 6. Procedure for Amending and Supplementing the Regulations
Amendments and additions to the Regulations of the Center are made in accordance with the procedure established by the legislation of Georgia.
Article 7. Reorganization and Liquidation of the Center
The reorganization or liquidation of the Center is carried out in accordance with the procedure established by the legislation of Georgia.
