Article 1. General Provisions
- This statute defines the objectives, functions, structure, accountability, and authority of the Department of Material Resources Management (hereinafter referred to as the Department) of LEPL Georgian State University of Sport (hereinafter referred to as the University) and regulates other matters related to the Department’s activities.
- The Department is a structural unit of the University, which in its activities is guided by the legislation of Georgia, the legal acts of the University, and this statute.
- The statute of the Department of Material Resources Management is approved by the University’s Representative Council upon the submission of the Head of Administration.
- The Department, within its competence, fulfills the duties assigned to it by the Head of the University Administration on the basis of legislation and is accountable to them.
Article 2. Scope of Activities and Functions of the Department
- The main scope of activity of the Department is the management of material resources. Based on the efficient management of material resources, the Department must ensure:
- The creation of normal conditions for studying, working, and scientific-research work for the University’s students and staff;
- The establishment of an optimal regime for the possession, use, and disposal of the University’s property;
- The receipt and maintenance of material assets in full compliance with the current legislation.
- The functions of the Department are:
- Registration and maintenance of real and movable property, buildings, infrastructure, vehicles, communication systems, central heating system, material and technical equipment, and other material resources that are in the ownership and/or legal possession and use of the University;
- Supplying the University’s structural units with furniture, equipment, sports inventory, tools, and other goods/inventory/equipment required for educational, training, scientific, practical, laboratory activities, and/or sports/cultural/creative activities as needed, and monitoring their intended use;
- Arranging buildings, offices, laboratories, the library, sports fields, and halls according to modern standards;
- Transporting staff and guests during the University’s activities (study practice, conferences, business trips, international visits, etc.);
- Supplying the University’s structural units with necessary materials, household/stationery inventory;
- Maintenance, cleaning, and organization of the process of removal/utilization of construction and household waste from the University’s academic buildings, auxiliary buildings, and material assets;
- Control over the proper functioning and intended use of equipment, lighting, heating, sewerage, plumbing, underground communications, and other systems, and initiation of the process of paying utility bills within the deadlines set by the University;
- Carrying out ongoing repair works in the University’s buildings;
- Supervision and control over the proper and correct operation of the garage and vehicles. Carrying out relevant measures for the purchase of fuel, lubricants, and spare parts for the garage, as well as material assets and repair works for the purpose of vehicle repair;
- Participation in the process of planning construction and repair works to be carried out at the University, organized management of repair and operational works provided for by the project, and supervision of the work performance;
- Assisting in the creation of an adapted university environment for people with disabilities and submitting relevant proposals to the Head of Administration;
- Conducting the inventory/stock-taking process; preparing and submitting proposals regarding the depreciated and unusable property on the University’s balance sheet for write-off;
- Carrying out other activities related to the fulfillment of the University’s obligations regarding the accessibility of its infrastructure and material and technical resources.
- In performing the functions assigned to it, the Department is authorized to: a) Keep statistics and analyze the Department’s activities in accordance with the law; b) Exercise other powers to fulfill the assigned functions and tasks, within the limits established by the current legislation.
- The Department is responsible for:
- The fulfillment of the functions and tasks defined by this statute;
- The maintenance of the material resources in the Department’s use.
Article 3. Structure and Management of the Department
- The Department is headed by the Head of the Department. The structure of the Department includes the Department’s structural units.
- The Head of the Department is appointed and dismissed by the Head of Administration in agreement with the Rector. The Head of the Department is responsible for the fulfillment of the functions assigned to the Department and is accountable to the Head of Administration.
- The positions provided for in the University’s staffing schedule are: Head of the Department, Deputy Head of the Department, Head of Division, Chief Specialist, and Specialist.
- The Head of the Department has a Deputy, who is appointed to the position by the Head of Administration upon the recommendation of the Head of the Department.
- The heads and employees of the Department’s structural units are appointed and dismissed by the Head of the University Administration upon the recommendation of the Head of the Department.
- In the temporary absence of the Head of the Department (leave, business trip, illness, temporary absence for more than 2 days), as well as by order of the Head of the Department, their duties are performed by the Deputy Head of the Department.
- The structural units of the Department are:
- The Cleaning Division.
Article 4. Head of the Department
- The Head of the Department:
- Leads and directs the activities of the Department;
- Distributes functions among the Department’s employees, gives them relevant instructions and assignments;
- Is responsible for the fulfillment of the functions and tasks assigned to the Department;
- Controls the performance of functions by the Department’s employees;
- Periodically hears reports from the Department’s employees on the work they have performed;
- Vises the documents prepared in the Department within the scope of their competence;
- Submits an annual report on the Department’s activities to the University’s Rector and Head of Administration;
- Controls the implementation of the annual plan of the Department and its structural units and conducts the annual evaluation of subordinate personnel. Based on the evaluation, they submit appropriate proposals to the Head of Administration and the Rector;
- Submits candidates for vacant positions in the Department to the Head of Administration for appointment;
- Submits recommendations and proposals to the Head of the University Administration regarding the encouragement of the Department’s employees or the imposition of disciplinary liability, and also mediates on the issue of improving the qualifications and retraining of the Department’s employees;
- Fulfills the instructions of the Rector and the Head of Administration within the competence defined by this statute.
- In the absence of the Head of the Department, the duties of the Head of the Department are performed by the Deputy Head of the Department.
Article 5. Deputy Head of the Department
- The Deputy Head of the Department:
- Performs the tasks of the Head of the Department within the scope of their competence;
- Signs the prepared documentation, gives appropriate conclusions, studies and submits proposals, projects, and other relevant documentation within the framework of the duties and individual assignments assigned to them;
- Controls the ongoing work processes within the Department’s activities and submits a quarterly report to the Head of the Department;
- Coordinates the provision of utility services and heating;
- Organizes the arrangement of the warehouse, and the efficient use of auxiliary buildings;
- Is obliged to ensure the maintenance of buildings and inventory;
- Ensures the inventory/stock-taking process is carried out in the established manner;
- Carries out the evaluation of subordinate employees;
- Fulfills other assignments of the Head of the University Administration and the Head of the Department and is accountable to them;
- In the absence of the Head of the Department, performs the duties of the Head of the Department.
Article 6. Cleaning Division
The Cleaning Division ensures the cleaning of the University’s buildings and their territories and the maintenance of hygiene standards.
Article 7. Head of the Cleaning Division
- The Head of the Cleaning Division:
- Supervises the cleanliness and maintenance of hygienic conditions/standards in the University and its surrounding areas;
- Manages the receipt/registration of the inventory required for cleaning and controls its storage/distribution;
- Distributes functions and duties among subordinate employees and determines their work schedule;
- Monitors the work performed;
- Submits a quarterly report on the activities of the division to the Head of the Department;
- Fulfills individual assignments related to service activities by the Head of the Department.
Article 8. Chief Specialist and Specialist of the Department
The rights-duties and functions of the Chief Specialist and Specialist of the Department are defined by the labor contracts and job descriptions signed with them.
Article 9. Procedure for Making Amendments and Additions to the Statute
Amendments and additions to the Department’s statute are made in accordance with the procedure established by law.
Article 10. Reorganization and Liquidation of the Department
The reorganization and liquidation of the Department are carried out in accordance with the procedure established by the legislation of Georgia.
